You are not playing against a dealer, and there is no betting. It one vs. one, head-to-head versus another person of similar skill.
The other player sees your top card, and you see their top card - each of your other cards is hidden. They're showing a 7, you have 16. Do you hit? Remember, they aren't a dealer - you won't know what his other card is. And they can (and will, sometimes) hit on 17+.
