  So basically someone attacked a member of my alliance but when I came to attack that person the person turns on shield what can I do?

  Be patient ... the shield only lasts a max of 24 hours .. and even if they stick another shield up immediately .. eventually they will run out of resources to keep shielding their base .. Once the shield disappears you can get your revenge !!!
