No Showing as Wallpaper

I have the scene set to CURRENT. It is -5F outside and my wallpaper shows rolling waves and a sunset. The wallpaper only shows when I click the icon.

Weather location

The works, however changing the location is very difficult. I have emailed more than once for assistance and no response.
